National Strategy and Legislative Analysis (posted 2/17/21)
While COVID-19 continues to be a disruptive force for the office sector and its occupiers, the perceived value of the office as a key ingredient of business success remains strong. That is one of the major takeaways from a groundbreaking, nationwide study of more than 3,000 U.S. office space decision-makers commissioned by BOMA International, underwritten by Yardi and developed by Brightline Strategies. The study was designed to assess the latest in tenant sentiments relating to the pandemic, as well as its impacts on their businesses, attitudes towards the physical work environment and office space decisions going forward. The findings provide a clear picture as to the pandemic’s broader transformational effects on the office sector and what measures owners and operators can leverage to mitigate downstream risk.
Political instability in the United States surrounding the 2020 election season has led to sustained civil unrest, culminating with a violent attack on the U.S. Capitol on January 6. While the commercial real estate industry is accustomed to preparing for a variety of emergencies, the current landscape calls for heightened vigilance and preparations, especially as federal agencies warn of credible threats of additional violence across the country. Property professionals are in a unique position to help assure public safety during this period of uncertainty. Released by BOMA International pre-Election Day last October, Civil Unrest and the 2020 Election Season synthesizes preparedness information from security experts, includes checklists to aid commercial real estate in preparations and contains valuable guidance that still holds true in 2021. COVID-19 Vaccine Distribution Priority The recent approval of vaccines to prevent the spread and ultimately eliminate the COVID-19 pandemic have raised issues regarding the process of vaccine prioritization. The Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency, (CISA) has developed a three-tiered system for prioritizing distribution. The focus has been on health care personnel, front line essential workers and then other essential workers. BOMA International has worked with DHS CISA to develop specific language identifying workers in commercial buildings as essential employees, classified in group 1c. This allows these workers to receive a vaccination before the general public.
